Select the right member statuses for example Aspiring Member or Member

1. Create a new filter
2. Select the right member statuses for example Aspiring Member or Member
3. Choose SEPA Mandate: 'no'
4. Save or apply the filter

Now you have selected all member that do not have a SEPA mandate or of which you have a mandate but have not marked this in Congressus.
