Sending a mass email to your members can be a complex endeavour. It is easy to overlook the multitude of different parties that operate between the sending and receiving processes. Every party has their own terms & conditions and spam filters. As such, there is always the probability of emails sent from Congressus Manager to end up in your members' spam folders.
